That merger was blocked for the reasons you mentioned.  I found it quite curious as to why the T-Mobile and Sprint merger ran into so much opposition.  One would have thought that the merged company would have leveled the playing field against AT&T and Verizon, thoughts here?
The five goals of the FCC have been to promote competition, deregulation, protect consumers, bring communications services and technology to every American and foster innovation.  In regards to the wireless market the FCC has done a good job by keeping the market open and not allowing for any one natural monopoly to control products and services
